What is a Care and Treatment Review?

Care and Treatment Reviews (CTRs) is an independent review for people with learning disabilities, autism or both, who are in hospital, or because their behaviour is seen as challenging. It is also for people living in the community who might need to go into a learning disability hospital.

A Care and Treatment Reviews (CTR) is an independent review of a person’s care. It checks:

  • That people are safe and getting the right care for them
  • They have good care plans for the future
  • Any problems with their health, safety or care get sorted out

People of all ages can have a CTR. For children and young people, the review also looks at a person’s learning needs, so it’s called a Care, Education and Treatment Review, or CETR. Apart from this, the two reviews is the exactly the same.

The Transforming Care Programme team at North Staffordshire Combined Healthcare Trust commissions care for people from Stoke-on-Trent and Staffordshire.  They place people in care settings up and down the county.  The team has three key aims:

  • To improve quality of care for people with a learning disability and/or autism
  • To improve quality of life for people with a learning disability and/or autism
  • To enhance community capacity, thereby reducing inappropriate hospital admissions and length of stay

CTRs and CETRs play a significant role in supporting people to get the care they need in the community, instead of in hospital. If people do need to go into hospital, the CTR and CETR also makes sure they can leave as soon as they are well enough, and that people get the right care when they leave. 

Members of the review group are as follows:

North Staffordshire Combined Healthcare Trust would your help to increase the pool of Independent Chairs and Independent Experts by Experience.  Both roles require a DBS check, which is done by the Disclosure and Barring Service. This service checks whether people have a criminal record which might stop them from doing this work.

Both the Independent Chairs and Independent Experts by Experience roles are paid for roles and with the CTRs and CETRs taking place regularly, some within 72 hours, some within 2 weeks, 6 monthly and every 12 months, so you will have many opportunities to be part of the reviews.
