Budget 2025 - NAVCA Briefing

This week’s Budget contained welcome announcements on abolition of the two child benefit limit and the introduction of VAT relief on business donations of goods to charities. 

This much trailed Budget contained some welcome positive announcements on policy changes and introduction of new funding, but also some that will be challenging for the VCSE sector and society as a whole, particularly in relation to tax. 

Whilst the increase in national living and minimum wages is important and essential, the additional costs of these rises are as ever, not matched by uplifts in contract and grant values to reflect the changes. 

There were significant announcements of funding for Mayoral Strategic Authorities in the Midlands and the North, including integrated settlements for seven authorities, place-based budget pilots and local growth funds. The concern though is for investment outside these areas and how they will access funds to support growth, investment and public service delivery.
